Overview

The Manager of IT/IS - Applications (Medical Applications) is responsible for providing leadership, development, coordination, and oversight of the Medical Software Application Portfolio at Central Health. Working with the existing EHR Application (Epic) Program Teams, this role is pivotal in serving as a delegate for the Director of IT/IS – Applications, ensuring the (non EHR) Application Portfolio is aligned with strategic needs, goals and objectives for Central Health, including regulatory standards and value realization.
The Manager will independently develop and maintain trusted advisor relationships with other IT, business, clinical, and operations leaders, and with external partners, to align business needs with solution ideation, implementation,
configuration, ongoing maintenance and support, and organizational change management of the organization's Medical Applications Portfolio. Collaborate closely with Business Stakeholders to identify, catalog, and assess all existing medical applications and
their integrations with internal and external systems to drive towards seamless integration of software solutions with clinical workflows, health records, and medical hardware infrastructure wherever possible. Develop, manage, mentor and grow the Medical Applications team, prioritize work, set employee goals, review team performance metrics, complete performance reviews, and execute a strategy for fostering skill development and increasing the versatility of all team members. The ideal candidate will have a strong technical background, leadership skills, and a passion for using technology to improve health outcomes.

 

***Hybrid = Individuals in this position may work both at an approved off-site location and onsite at a primary location or multiple locations based on business needs.

Responsibilities

Essential Functions

  • Identify, document, and maintain a comprehensive inventory of all existing medical applications used across the organization including business and IT ownership, functionality, utilization, business relevance and operational support plans.
  • Develop and maintain 1–3-year application roadmaps focused on AI adoption, and interoperability Solutions ensuring alignment with enterprise architecture and strategic initiatives.
  • Provide direction and coordinate efforts with Business Stakeholders, Project Managers, Vendors, User Support,
  • System and Network Administrators, Engineers and other staff as needed to ensure Operational Support Plans are clearly defined and agreed to before new Applications are implemented and retroactively create those needed for Applications already in use.
  • In collaboration with the Director of Applications, build the Medical Application Team to ensure we are aligned to the priorities in the IT talent roadmap, including skills and capabilities essential for innovation and growth. Once established, develop team goals/plans and supervise daily operations of the Medical Applications team, including prioritizing tasks, anticipating and resolving issues, and driving process improvements for greater efficiency and effectiveness.
  • Develop, execute and optimize Application Monitoring requirements including monitoring of availability and performance, issue response and resolution, and coordination of upgrades or enhancements.
  • Manage development and maintenance of internal technical documentation, manuals, policies, and processes.
  • Oversee relationships with vendors, partners, and managed service providers to ensure service level agreements are met and solutions are delivered effectively.
  • Ensure continuous curation and optimization of the Application Portfolio, including reduction of technical debt, automation of repetitive processes to the largest extent possible and coordinate the retirement of out-of-date assets.
  • Research industry trends, emerging technologies, recommending the use/optimization of technology solutions, including performing cost-benefit analysis for applications and system solutions with significant impact to the organization.
  • Collaborate with Health Care Delivery (HCD) and the Epic/EHR Applications Teams to ensure interoperability of systems and alignment with clinical workflows.
  • Coordinate with Biomedical Asset Management to ensure all software applications are compatible with medical devices and hardware infrastructure, provide assistance determining if issues are software- or hardware-related, support lifecycle planning for related assets during equipment rollouts (including access provisioning) and software validation during recalls or safety-related events.
  • Compliance Support – Assist with TJC and CMS documentation when applications interface with clinical devices.
  • User Training & Support – Collaborate with Biomed Asset Team, Business Stakeholders and Vendors to ensure appropriate training is available for application users.Collaborate with Project Management Office (PMO) staff and serve as a subject matter expert (SME) during project planning to ensure that Medical Applications meet business requirements and system goals.
  • Ensure all applications and integrations comply with applicable laws and regulations (e.g., HIPAA, FERPA, CDC guidelines).
  • Support cybersecurity best practices and maintain appropriate data access and audit controls.

Qualifications

MINIMUM EDUCATION:

  • Bachelor's Degree (higher degree accepted)
  • Associates Degree (higher degree accepted) Plus 5 years relevant experience Managing Medical Software Application Portfolio

 

MINIMUM EXPERIENCE:

  • 5 years experience managing a team responsible for Software Asset Management (SAM) and/or Application Portfolio Management (APM) for a Medical Software Application Portfolio.
  • 5 years experience developing, maintaining and optimizing Operational Support Plans including availability and performance monitoring , issue detection and resolution.
  • 5 years experience collobarating with business stakeholders including public health system, direct clinical care/medical centers, health care delivery/operations, or health care administration teams.
  • 5 years experience developing, reviewing and maintaining internal technical documentation, manuals, policies, and standard operating proceedures.
  • 5 years experience recruiting, growing, and retaining a team of talented and passionate medical application engineers and systems analysts, including creating performance KPI's and managing performance evaluations and reviews.
  • 4 years experience developing and maintaining 1–3-year application roadmaps focused on AI adoption, and interoperability Solutions ensuring alignment with enterprise architecture and strategic initiatives.
  • 4 years experience leading continuous curation and optimization of Application Portfolios, including reduction of technical debt, automation of repetitive processes, coordination of upgrades or enhancements and retirement of out-of-date applications.
  • 4 years experience supervising daily operations of a Software Applications team, including prioritizing tasks, anticipating and resolving issues, and driving process improvements for greater efficiency and effectiveness.
  • 4 years experience with application/system implementation and configuration of clinical information systems (and/or healthcare applications) including system integration frameworks (HL7, FHIR) and other health data exchange standards.
  • 3 years experience in project management
  • 3 years experience developing and maintaining relationships with vendors, partners, and managed service providers to ensure service level agreements are met and solutions are delivered effectively.
  • 3 years experience in requirements gathering, business process analysis, requirements analysis, and solution design.

 

REQUIRED CERTIFICATIONS/LICENSURE:

  • ITIL Foundation – IT Service Management Within 6 months (Required)
