Overview

The Director, Applications and Technical Solutions is responsible for overseeing the development, implementation, integration, and ongoing support of enterprise applications and technical solutions that support core business operations and strategic initiatives for a Texas-based HMO health plan. This leader will ensure that application systems meet operational, regulatory, and performance requirements, while aligning with the organization’s goals and IT strategy. The Director will work closely with cross-functional teams, vendors, and business stakeholders

Responsibilities

Essential Functions:

  • In coordination with the Vice President of Data Management and Analytics, facilitate the planning, and execution of enterprise applications, including business-critical platforms.
  • Collaborate with VP to identify and implement technology initiatives that support business goals and compliance with health plan regulations.
  • Ensure application architecture supports scalability, security, interoperability, and business continuity in full compliance with Cybersecurity protections and considerations.
  • As directed, manage application development, integration, and support.
  • Help oversee new implementations, upgrades, and system enhancements, ensuring delivery on time and within budget.
  • Foster a high-performing culture focused on innovation, accountability, and continuous improvement.
  • As directed by VP, help with system integration across platforms (e.g., data warehouse, CRM, eligibility, and enrollment systems).
  • Ensure optimal performance and availability of systems, including proactive monitoring, troubleshooting, and root cause analysis.
  • Work with internal audit and compliance teams to ensure applications meet HIPAA, HITECH, and other regulatory requirements.
  • Help serve as a liaison between business units and technical teams to translate business needs into technology solutions.
  • Collaborate with vendors and consultants to assess solutions and ensure contractors meet contracted service levels.
  • Support effective communication between IT and operational departments (e.g., claims, provider relations, member services, care management).
  • Coordinate closely with the VP Data Management and Analytics to ensure systems are structured to support data integrity, reporting, and analytics initiatives.
  • Support enterprise data governance and data quality efforts.

Knowledge, Skills and Abilities:

  • Experience with platforms such as VBA, Facets, QNXT, HealthEdge, or similar core administration systems.
  • Knowledge of SQL, data warehousing concepts, and enterprise reporting tools.
  • Familiarity with Agile or hybrid project management methodologies.
  • Experience working with commercial and/or ACA lines of business.

Qualifications

Education:

  • Bachelor’s degree in Computer Science, Information Systems, or a related field required

Work Experience – Required (Minimum of 8 Years):

  • Progressive IT experience in healthcare, with at least 3 years in a leadership role overseeing enterprise applications.
  • In-depth understanding of managed care operations and relevant systems (e.g., claims processing, provider data, EDI, enrollment).
  • Proven experience with application lifecycle management, enterprise system integration, and vendor management.
  • Strong understanding of security and regulatory requirements in healthcare (HIPAA, HITECH)
  • Excellent communication and interpersonal skills. Required
