Overview

The Sr. Purchasing Specialist is responsible for the procurement process for goods and services to obtain the bestvalue for the organization while providing an open and fair process for qualified vendors. The Sr. PurchasingSpecialist is responsible for requisitioning and ordering supplies, equipment, and services by using, interpreting,and monitoring guidelines, rules, policies, and laws. The Sr. Purchasing Specialist provides guidance, to then organization team members, regarding procurement policies and procedures. Supports purchasing team and department leaders to meet organizational priorities and procures equipment, supplies, and services at the best value possible for assigned departments or functions. Supports the development of informal bids and formal solicitations, reviews departmental requests, communicates with vendors.

 

 

Hybrid = Individuals in this position may work both at an approved off-site location and onsite at a primary location or multiple locations based on business needs

Responsibilities

Essential Functions

  • Ensure the timely procurement of goods and services to obtain the best value to the organization in accordance with procurement policies and all other applicable laws, policies and procedures.
  • Provides information and assistance to District staff regarding purchasing procedures, purchase order/bid status updates and contract status.
  • Places orders against existing contracts or approved requisitions. Creates purchase orders for the acquisition of materials and services and processes all paperwork necessary. Utilizes online purchasing application for these duties.
  • Supports the development of informal and formal solicitations based on policy guidance and business needs, including every phase of planning and development of procurements and assists with moderately complex solicitations in key areas.
  • Implements Historically Underutilized Business (HUB) vendor outreach and education.
  • Provides information and assistance to staff regarding purchasing procedures, purchase order/bid status updates and contract status.
  • Creates, manages and maintains database and documentation, including reviewing for conformity to negotiated rates, rules and regulations.
  • Posts public notices as applicable.
  • Prepares purchase orders, solicits informal bid proposals and reviews requisitions for goods and services purchased.
  • Research, interview and negotiate with suppliers to obtain prices and specifications.
  • Coordinates and manages pre-bid conferences with vendors
  • Tabulate and evaluate bid submissions for responsiveness.
  • Administers the Procurement Card Program by providing direct support to the credit card holders.
  • Implements records management practices for assigned area(s) according to policy and procedure and maintains assigned files and records.
  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Qualifications

MINIMUM EDUCATION:

  • Associates Degree (higher degree accepted) in a related field

 

MINIMUM EXPERIENCE:

  • 2 years of procurement experience, to include:
  • 2 years Identification and selection of procurement methods,
  • 2 years Issuance of purchase orders against existing cooperative or group purchasing contracts,
  • 2 years Managing multiple projects
  • 2 years Review and Preparation of proposals, advertising, and solicitation documents
  • 2 years Review of Invoices and matching of payment documents
  • 2 years Purchasing clinical supplies/equipment
  • Proficient use of MS Office tools and electronic communications, signature and purchasing software tools. 

Licenses and Certifications

  • (Preferred) Certified Professional Public Buyer (CPPB preferred). May require current Texas Driver’s License and proof of automobile liability insurance coverage on personal vehicle utilized for work-related purposes.
