Overview

Under general direction of the Vice President of Operations, the Director of Operations- Mental Health, Substance Use Treatment & Justice Involved Health, will provide leadership and effective strategic oversight to Central Health's Mental Health, SUD and JIH service lines, and other areas as assigned, in support of Central Health's vision of creating a national model for healthcare delivery for identified vulnerable populations in Travis County. Responsibilities for this position include providing operational oversight and direction to site administrators and Operations Managers on both strategic and day-to-day operational matters related to business functions, including the development and implementation of new or expanded services. They will also be responsible for managing the integration of best business practices with a focus on the delivery of high- quality patient service and support and continued increased operational efficiencies.

This position will report to the VP of Operations and will work closely with Clinical Operations, Finance, Network Service Operations, Legal, and Analytics departments as well as Central Health's clinical and operations leadership. The Director of Operations- Mental Health, Substance Use Treatment & Justice Involved Health collaborates with and contributes to annual budgeting, service delivery development and strategic planning activities. Responsibilities include direct supervision of Practice Administrators and others as assigned.

Responsibilities

Essential Functions:

  • Responsible for overseeing the development of, and the ongoing operations of Central Health’s direct clinical services and participates in the design and development of new clinical practices.
  • Provide direction for multiple, complex and related projects, programs and clinical delivery service lines to optimize service delivery operations in alignment with organizational strategic objectives.
  • Responsible for the development of, and for the ongoing evaluation of business procedures supporting improvement of the day-to-day operations.
  • Communicates and explains new directives, policies, or procedures to administrators and managers; for major changes, meets with operations staff to explain changes, answer questions, and maintain morale.
  • Collaborate with all internal departments and external provider organizations to identify initiative interdependencies and ensure clinical services work streams maintain continuous alignment with department and organizational scope and objectives.
  • Establishes quantitative and qualitative metrics, guidelines, and standards ensuring Central Health’s efficiency and effectiveness are evaluated and identifies opportunities for improvement and data integrity.
  • Ensures compliance with rules and regulations that impact clinic operations, including participation in audits and the development and implementation of Corrective Action Plans.
  • Identify new opportunities, risks, and operational barriers, and propose innovative solutions, develop strategies and tactics to challenges and shortcomings in the care delivery system to mitigate or avoid disruptions in services or improve operational systems and processes.
  • Maintain effective and professional relationships with service delivery partners, contracted providers and other internal and external stakeholders to maximize partnerships and promote a positive corporate culture.
  • Develop metrics and manage standardized reporting to timely and accurately communicate and act on outputs, outcomes, and achievement toward overall department objectives.
  • Manage the operational and fiscal activities of the department to include staffing levels, budgets and financial and operating goals and plans

Knowledge, Skills and Abilities:

  • Excellent leadership and management skills with a demonstrated ability to implement and maintain large-scale and complex initiatives and operations 
  • High degree of knowledge and competency in the management of ambulatory healthcare settings 
  • Demonstrated ability to make operational decisions with minimal supervision, escalating issues and risks as needed to ensure program remains aligned to strategic objectives 
  • High degree of knowledge around developing clinical operations from the ground up 
  • Excellent ability to identify risk points and propose solutions 
  • Ability to develop credibility, establish rapport and maintain communication and favorable relationships with stakeholders at multiple levels, including those external to the organization 
  • Demonstrated ability to develop executive level reports and succinct but informative presentations 
  • Advanced knowledge of principles and processes involved in healthcare planning and administration including strategic planning, internal and external communications and healthcare services for underserved populations
  • High level of problem solving skills

Qualifications

Minimum Education: Bachelor's degree

 

Minimum Experience: 

  • 5 years of related work experience with a Bachelor's degree
  • 3 years of related work experience with a Master’s degree
