Overview

The Technical Project Manager will lead the successful delivery of large, highly visible, complex technical projects.
This role is responsible and accountable for all business and technical aspects of the project or request. This role
will work closely with cross-functional teams, including solution and principal architects, program managers,
technical and operational SMEs, and enterprise stakeholders, to define project scope, develop technical project
plans, and manage project timelines and budgets. The Technical Project Manager is accountable for every aspect of
the project, including leading a team capable of meeting or exceeding client expectations for their vision. This role
will be responsible for driving innovation and delivering value to our clients in a hybrid and dynamic environment.
Additionally, the Technical Project Manager will maintain and control project scope to ensure project communication
and project metrics are developed and achieved with agreed-upon outcomes. This role will develop and
continuously manage the project's documentation, client communication and reporting.

Responsibilities

Manages large, long range, or multiple complex projects, ensuring delivery within budget, schedule, and project
scope.
Aligns project assignments with IT program priorities, objectives, and procedures, determining area targets of
service and resource needs allocation.
Analyzes a wide range of complex problems by evaluating various data factors to develop effective solutions.
Develops the project scope, cost estimates, requirements, work plans, time schedules, communication plans.
Leads project documentation to define and support a project’s business needs, including, but not limited to
business cases, project charters, business and technical requirements, project scope, budgets, resources, risk
registers, decisions, issues, timelines, and operational transitional plans.
Plans, coordinates, and leads meetings and presentations with customers, stakeholders and technical teams.
Obtains and evaluates Statements of Work (SOW) and implementation plans from external third-party vendors and
business units to align plans with project objectives, technologies, systems, information specifications, timelines,
and funding.
Sets and tracks project schedules with milestones; manages and accounts for unforeseen delays, then realigns
schedules and expectations as needed.
Coordinates work activities by scheduling staff assignments, setting the work priorities, and directing the work of
project resources, (including contractual) in the development of new information technology systems and
enhancements to existing systems.
Monitors formal solicitations, contracting, and legal contract processes until completion as related to the project.
Identifies, oversees, and prepares budget estimations (including equipment, human and time resource costs).
• Manages all resource/expenditures based on project budget throughout the project lifecycle.
• Communicates any updates and/or issues impacting profitability.
Manages relationships with project stakeholders, sponsors, and Joint Tech leadership, including internal and
external clients and vendors, ensuring ongoing communication of progress, to manage expectations on all project
requirements and deliverables.
Collects, analyzes, and summarizes information and trends as needed to prepare project status reports.
Manages and facilitates the testing and training of new applications, assets, integrations, systems, and/or
infrastructure through testing and training plans.
Performs project transition services including transition planning and support, release/deployment management,
service validation and testing, change management, service asset and configuration management, and knowledge
management.
Manage changes to the project scope, project schedule, and project costs using Joint Tech PMO change
management processes.
Analyzes lessons learned and shares with other PMO team members, managers, technical operational teams, and
customers.
Acts as the point of contact for all internal and external project communication and documentation throughout
project's entire lifecycle.
Develops, tracks and data reports on project outcomes and Key Performance Indicators (KPIs).
Coaches leaders, teams, and Scrum Masters in Agile practices and mindsets.
Maintains awareness of emerging technologies and project management techniques.
Escalates impediments in a timely fashion, manages risk, helps ensure value delivery, and helps drive relentless
improvement according to department processes.
Provides mentorship to Project Manager Is & IIs in areas including leadership, project management methodologies,
tools, interpersonal skills, change management, and organizational dynamics.

Perform other duties as assigned.

Qualifications

Bachelor's Degree (higher degree accepted)
8 years of additional experience in a related field may be accepted in lieu of education
Required

 

4 to 5 years of professional experience working with customers and stakeholders to develop and manage IT projects by leading project documentation, delivery within budget, on schedule and within project scope
Required
2 years Experience in the healthcare field Required
Experience with PMI practices, PMBOK, Waterfall, Hybrid and Agile (Scrum and Kanban) project management/development methodologies
