Responsible for the organization’s procurement function in compliance with policies and applicable State and Federal rules and regulations including direct supervision of staff, development and implementation of policies and procedures and internal training on procurement function. Procures equipment, supplies and services at the best value possible for the organization or enterprise partners. Prepares bids and solicitations within established procurement procedures and applicable laws, reviews departmental requests, communicates with vendors, negotiates price and terms and conditions of items or services. Develops and manages ongoing outreach efforts to Historically Underutilized Business (HUB) vendors to ensure awareness and promote participation in informal and formal solicitations.


  • Develops and manages a procurement business plan by establishing department goals in order to improve effectiveness and efficiency, including managing and updating policies and procedures.
  • Develops and maintains a high-performance culture in the department in order to achieve continued success and improve customer services levels to internal and external customers.
  • Develops and implements Historically Underutilized Business (HUB) outreach and intercompany education efforts to reach HUB vendors. Maintain a robust data set and documentation of HUB outreach efforts.
  • Prepares complex formal solicitations by gathering usage requirements, working with business leaders to develop effective specification or scope of work documents necessary.
  • Manages and coordinates the planning, development and award of simple to complex solicitations and contract awards including formulating and proposing the development of terms, conditions, scopes of work and specifications, designing, recommending and implementing evaluation tools and formats, overseeing the evaluation process, negotiating final prices and terms, recommending awards based on results of the evaluation process, and with legal support as appropriate, coordinating the development of
  • Manages relationships with cooperative purchasing organizations and engagement when appropriate to meet organizational priorities and needs.
  • Manages the execution of purchase orders and reviews requisitions for goods and services
  • Interviews and negotiates with suppliers to obtain prices and
  • Prepares Invitations for Bids and posts public notices as
  • Prepares Contract, Procurement and HUB Utilization reports for Executive Management and the Board of
  • Provides information and assistance to staff regarding purchasing procedures, purchase order/bid status updates and contract status including formal and informal training sessions.
  • Ensures compliance with all applicable laws and procurement policies and procedures
  • Implements records management practices for assigned area(s) according to policy and procedure and maintains assigned files and records.
  • Hires and supervises staff in accordance with personnel policies and procedures including orientation and training, providing career development advice, establishing employee goals, conducting performance reviews, coaching, counseling and disciplining staff and recommending terminations if needed.

Knowledge of:

• Principles and practices of public sector purchasing


Skill in:


  • Developing and evaluating bids and proposals;
  • Strong written communication and presentation skills;
  • Thinking critically using logic and analysis to identify strengths and weaknesses of different approaches Utilizing computer-based purchasing applications (BidSync) and software to prepare solicitations (Adobe, MS Office);
  • Researching equipment, vendors and other information as relates to purchasing Listening to internal and external customers and ascertaining appropriate information;

MINIMUM EDUCATION: Bachelor’s degree in a related field 


MINIMUM EXPERIENCE:  A minimum of seven years of Purchasing experience, to include:
• development and review of informal and formal solicitations
• procedure and process implementation
• contract negotiation and award

• 2 years of supervisory experience


REQUIRED CERTIFICATIONS/LICENSURE: Certified Professional Public Buyer (CPPB) must be obtained within 18 months of hire date. 

Current Texas Driver’s License and Proof of automobile liability insurance coverage on personal vehicle utilized for work related purposes


PREFERRED EXPERIENCE: At least five (5) years of supervisory experience.
