  • Overview

    Under direction of the Chief Information Officer and matrixed direction of the Directors of IT/IS – Enterprise Services, the Director of IT/IS –Enterprise Technical Operations is responsible for all aspects of enterprise technologies, infrastructure (network, wireless, servers, desktop computers, printers, phones, mobile technologies and various other physical and virtual technologies) for Central Health and its affiliated organizations. The Director of IT/IS – Enterprise Technical Operations has the responsibility for all cloud based and/or co-located technology components and environments as well as broadband data and voice circuits. This role maintains the vendor relationship for all physical hardware, all software and application licensing, technology managed services, cloud and hosted services and is responsible for managing the vendor, service level agreements, contract renewals, and budget related to the stated and/or unstated infrastructure components.  The Director of IT/IS – Enterprise Technical Operations will ensure that the organization has established and is following policy and best practices for all enterprise technical components, including business continuity, redundancy, end user provisioning and security related to infrastructure, desktop, internet, intranet, remote access and the network.  This role will ensure security risk assessments and IT general controls audits are being performed annually and will manage the mitigation of vulnerabilities.  This role is responsible for implementing a continuous improvement plan for all technical components of the environment.  It is a primary responsibility of this position to manage IT/IS operational risks (service level agreements, uptime/downtime stats).

    • Manages the IT/IS operating and capital budgets related to technology and infrastructure and informs the annual IT operating and capital budgeting process. 
    • Monitor, evaluate, recommend and implement technologies, tools, policy and methodologies relevant to the enterprise mission and strategic vision.
    • Establishes policy and processes related to infrastructure, technology and IT/IS security
    • Ensures the enterprise infrastructure assets are secure from physical and cyber vulnerability 
    • Manages the IT/IS audit processes – annual physical and general controls, regulatory (such as Joint Commission) and security risk assessments
    • Establishes technical standards, and ensures adherence to them for enterprise business operations and enterprise clinical operations.
    • Ensures compliance with all industry standards and regulations that relate to cyber security, technical design, development, delivery, evaluation and support
    • Enforces strict adherence to a technical review process for enhancements to existing technology/applications and any new technology/applications
    • Responsible for the technical aspects of business continuity, disaster recovery, backup/recovery technique and testing and infrastructure redundancy (including voice)
    • Actively leads all aspects of the company’s technology environment and infrastructure delivery across the enterprise
    • Work in a consultative and collaborative manner with executive leadership, management, staff personnel and strategic partners to assist in business development activities
    • Directs and prioritizes the work of staff, vendors and consultants 
    • Propose hardware and software solution recommendations to accomplish the strategic goals objectives of the enterprise
    • Maintains vendor contracts and is responsible for direct vendor management regarding all technology and infrastructure related items
    • Acts as a vested member of the IT/IS leadership team and adheres to and promotes (as if they were their own) all aspects of the IT/IS vision, the seven IT/IS success factors and the guiding principles by which the Joint Technology team is governed
    • Actively communicates the company’s technology strategy to enterprise boards, management, staff, partners, customers and stakeholders
    • Other duties as assigned

    • Broad exposure to all technologies and systems commonly used in the engineering, design, implementation, management, and support of an IT infrastructure.
    • Knowledge of hosted and cloud based infrastructure methodologies.
    • Strong leadership, analytical, and problem solving skills. Excellent written, oral, and interpersonal communication skills.
    • Proven ability to manage both internal and external people resources
    • Proven knowledge of infrastructure security standards, policy and procedures
    • Strong proven ability to work in collaboration within all IT/IS teams and with the enterprise customers

    • Ability to communicate IT strategy and technical concepts to technical and non-technical stakeholders including enterprise executive leadership
    • Ability to create standard operating procedures to proactively engage the IT/IS customer

    • Ability to conduct and/or direct the analysis into specific IT/IS issues
    • Skilled at managing multiple concurrent activities all day, every day – including but not limited to IT/IS operations, issue resolution, project expertise, vendor management, team member issues

    Minimum Education:  Bachelor’s Degree

    Preferred Education:  Master’s Degree in related field is a plus

    Minimum Experience:  5+ years’ extensive experience with a wide range of technologies, infrastructure design and cloud based solutions.

    • 5+ years in a leadership position with demonstrated ability to direct the activities of technical and non-technical resources.
    • 3+ years’ experience planning, developing and implementing IT infrastructure, technology/network scalability management, security procedures (including local, state and federal laws and regulations) and disaster recovery protocols. 
    • Detailed knowledge of various server operating systems, domain architecture, desktop engineering and Microsoft Exchange is a must 
    • In-depth experience with enterprise firewalls, audit and logging applications, monitoring tools, and enterprise Anti-Virus is a must
    • Strong Windows domain administration skills, particularly with Active Directory, directory structure and access permissions management.
    • Proven experience informing C-Level positions

    Preferred Experience: 

    • Understanding of all aspects of information technology services as they relate to healthcare service delivery

    Required Certifications/Licensure: 

    • Information Technology Infrastructure Library (ITIL) (Foundational) Certification considered a plus; required after 1 year in the role
    • Various security certification such as CISSP (Certified Information System Security Professional) or CISM (Certified Information Security Manager) considered a plus; one industry recognized and recommended security certification required after 2 years in role
    • Industry Recognized Network Certification such as CCNE (Cisco Certified Network Engineer), CCNA (Cisco Certified Network Associate) or MCSE (Microsoft Certified Systems Engineer) considered a plus but not required.
