The Director, Service Line Development provides operational leadership for Central Health’s clinical service line
portfolio, including existing, new, and expanded clinical programs. This position translates approved service line
strategies into executable operating plans, implementation workplans, launch readiness plans, performance
measures, and sustainable operating models.
The Director partners with executive, clinical, financial, and operational leaders to evaluate growth opportunities,
develop business cases, assess operational and financial feasibility, and ensure new or expanded services are
implemented effectively. This role leads cross-functional execution, monitors risks, dependencies, milestones,
access, quality, productivity, patient experience, and financial performance, and supports post-launch stabilization
and continuous improvement.
Essential Functions
Service Line Growth and Development:
Leads service line development efforts for specialty and clinical services by identifying growth opportunities,
assessing market demand, evaluating access gaps, reviewing organizational readiness, and converting approved
priorities into operationally actionable initiatives aligned with community needs and organizational goals.
Business Planning and Financial Feasibility:
Develops business plans, budgets, pro formas, and investment recommendations for new and expanded services.
Evaluates operational feasibility, implementation requirements, staffing models, reimbursement considerations,
capital needs, and long-term financial sustainability.
Implementation, Launch Readiness, and Operational Handoff:
Directs the full lifecycle of service implementation, including planning, governance, approvals, launch readiness,
task execution, milestone tracking, and operational handoff. Develops and maintains implementation workplans,
coordinates action items across clinical leadership and support functions, and ensures initiatives are executed on
time, within scope, and with clear operational ownership.
Capacity, Staffing, Space, and Workflow Planning:
Leads execution planning for the clinical services portfolio by assessing organizational capacity and developing
recommendations related to staffing, space, equipment, scheduling, access, workflows, and operational sequencing
to support sustainable service growth.
Operational Execution and Cross-Functional Alignment:
Serves as the operational leader for complex, high-priority specialty and clinical initiatives. Converts strategic
decisions into actionable tasks, timelines, owners, and deliverables; facilitates regular status reviews; removes
barriers; escalates enterprise risks; aligns stakeholder decisions; and ensures cross-functional teams meet key
milestones required for successful implementation and operational continuity.
Performance Management and Continuous Improvement:
Oversees post-launch stabilization and ongoing performance across assigned services. Maintains routine reporting
on operational, financial, access, quality, patient experience, productivity, and milestone indicators; identifies
trends, gaps, and variances; follows up on corrective actions; and directs operational changes to improve
performance, accountability, and scalability.
Team Leadership and Execution Accountability:
Provides leadership to managers, program leaders, and cross-functional teams supporting specialty and clinical
services. Establishes clear accountability for deliverables, develops leadership capability, supports performance
management, and represents the function in senior-level operational planning, execution, and decision-making
forums.
Quality, Compliance, and Risk Management:
Ensures service development and operational activities comply with applicable regulatory, accreditation, privacy,
contracting, and organizational requirements. Partners with clinical, quality, and compliance leaders to identify
risk, strengthen governance, and implement mitigation strategies.
Provider, Referral, Vendor, and Partnership Operations:
Develops effective relationships with physicians, referral partners, vendors, and community stakeholders to
support access growth, program design, implementation success, and service line reputation. Partners with
contracting, procurement, and revenue cycle stakeholders to support vendor selection, contract readiness,
reimbursement considerations, charge capture implications, and operational sustainability for new and expanded
services.
Operational Reporting, Change Execution, and Standard Work:
Synthesizes complex operational and financial information into concise status updates, dashboards, decision briefs,
and recommendations for executive leadership. Leads change initiatives related to new services, workflow
redesign, operational transformation, issue resolution, and standardization of best practices to ensure decisions
translate into completed actions and measurable operating improvements.

leadership within a complex healthcare environment.

Ability to translate strategic clinical concepts into executable operational plans, including staffing,
space, technology, equipment, workflow, and governance requirements.
Strong program and project leadership skills, including the ability to prioritize enterprise initiatives,

timelines.
Skill in synthesizing complex operational, financial, and strategic information into concise
recommendations and executive-level briefings.

Excellent verbal and written communication skills.
Strong financial acumen, including experience with budgeting, cost modeling, business case
development, return on investment analysis, and performance monitoring.

QUALIFICATIONS:
Education:
Bachelor's Degree (higher degree accepted) In Business, Health Administration or related field. -Required
Work Experience:
5 years Progressive leadership experience in healthcare operations, service line development, strategic growth, ambulatory operations, business planning, or clinical program development within a hospital system, large medical group, public health district, or similarly complex healthcare environment. -Required
5 or more years of leadership experience with accountability for supervising teams, directing cross-functional initiatives, managing competing priorities, and delivering measurable operational, financial, or access outcomes.-Required
Demonstrated experience developing business plans, operating models, and implementation strategies for new or expanded healthcare services, including collaboration on budgets, pro formas, and capital planning. -Required
Experience leading operational readiness and resource planning, including staffing models, space planning, equipment needs, workflow design, scheduling, and launch requirements for specialty or clinical services. -Required
